Position: Construction Project Manager

About Company
A leading international laboratory company and global strategic partner, expanding in Cambodia, providing products and services to support the discovery, early-stage development, and safe manufacture of novel drugs and therapeutics. This project is based in Kampong Thom province (4 days/week) and one day in Phnom Penh.
Core Accountabilities:
- Project Planning & Execution: Develops master schedules (Gantt charts), defines scope of work, and manages the full lifecycle of wastewater treatment plants (WWTP) and workers’ dormitories from groundbreaking to handover.
- Budget & Cost Control: Monitors project budgets, approves contractor payments (progress claims), manages variation orders (VO), and ensures projects are delivered within the approvedCAPEX.
- Contractor Management: Oversees main contractors and subcontractors. Ensures compliance with construction drawings, specifications, and safety regulations.
- Quality Assurance (QA/QC): Implements strict quality control protocols, specifically for WastewaterPlants (ensuring hydraulic integrity, pipeline pressure tests, and mechanical/electrical/plumbing (MEP) functionality)and Dormitories (ensuring structural safety and fire safety compliance).
- Site Safety (HSE): Enforces strict Health, Safety, and Environment standards, particularly critical in wastewater projects involving hazardous materials and confined spaces.
Profile We're Looking For:
1. Technical & Management Skills:
- Critical Infrastructure Expertise: Deep understanding of Wastewater Treatment processes (anaerobic/aerobic digestion, MBR technology, piping networks, and SCADA systems) is essential.Unlike standard building projects, WWTPs involve complex mechanical and process engineering.
- MEP Coordination: Strong command of Mechanical, Electrical, and Plumbing systems, as dormitories require high-density MEP loads (HVAC, fire alarms, sanitary plumbing) and WWTPs require heavy industrial MEP.
- Contractual & Legal Acumen: Proficiency in contract conditions (FIDIC, etc.), claim management, and arbitration processes to protect the company from legal disputes.
- Digital Proficiency: Advanced skills in Primavera P6 or MS Project for scheduling; AutoCAD/BIM for drawing review; and ERP systems for cost tracking and procurement.
- Executive Reporting: Ability to synthesize complex site data into concise, actionable PowerPoint presentations or briefs for C-level executives.
2. Soft Skills:
- Decisive Leadership: Must be able to make high-stakes calls regarding site stoppages, contractor hiring/firing, and budget reallocations without waiting for GM input for minor issues.
- Authority Without Title: While reporting to the GM, they must command respect from contractors and site managers who may be older or more experienced.
- Conflict Resolution: High proficiency in mediating disputes between contractors, consultants, and local authorities to prevent project delays.
3. Qualifications & Educational Background:
- Bachelor’s Degree in Engineering (Mandatory): Civil Engineering (for structural /dormitory aspects). Chemical, Environmental, or Mechanical Engineering (strongly preferred for the Wastewater Plant component, as these disciplines cover process piping, fluid mechanics, and treatment systems).
- Master’s Degree (MBA or M.Sc. in Construction Management): Highly preferred to handle the "Assistant to GM" duties, as this indicates business acumen and strategic thinking.
- ProfessionalCertifications *PMP (Project Management Professional): from PMI or equivalent (e.g., PRINCE2).
- Professional Engineer (PE) or Chartered Engineer (CEng): Registration with are cognized engineering board is critical for signing off on wastewater treatment plant structural/process certifications.
- SafetyCertifications: NEBOSH or IOSH (essential for high-risk environments like sewage treatment and high-density living quarters).
3. Years of Experience:
- Minimum 7-10 years of experience in construction project management.
4. Sector Experience:
- Minimum 5–7years of specific experience in Water/WastewaterInfrastructure (treatment plants, pumping stations, large-diameter pipelines).
- Experience in High-Density Residential or Labour Accommodation (dormitories) is a strong plus.
- Proven track record of managing projects.
5. Local Knowledge:
- Familiarity with local authority regulations (e.g., Environmental Protection Agency standards, local municipality building codes, and utility connection protocols).
